Behind every successful food and fibre business is someone making big decisions – whether that's investing in new opportunities, planning for the next generation, adapting to changing markets, or simply finding the time to work on the business as well as in it.
Wairarapa is home to innovative, ambitious producers with a strong desire to grow, diversify and build resilient businesses for the future. Rather than assuming what support these businesses need, WEDS launched the Capability Boost Pilot to listen first. We wanted to better understand the ambitions businesses are pursuing, the barriers they face, and where targeted capability support could make the biggest difference.
The first stage of the pilot - the Discovery Phase - saw nine local businesses participate in one-on-one business reviews designed to explore their current position, future aspirations and capability needs.
Representing a diverse mix of sheep and beef, dairy, horticulture and viticulture enterprises, the participating businesses collectively manage more than 7,200 hectares and reflect the breadth and strength of Wairarapa's primary sector. Many of the participants are family-owned, intergenerational operations with a deep commitment to their land, their businesses and their communities.
Plenty of opportunity, no shortage of ambition
Perhaps the strongest message from the Discovery Phase was that Wairarapa businesses are not short of ideas or ambition.
Many participants are pursuing multiple opportunities at once, including business growth, diversification, succession planning, value-added products, tourism, and new revenue streams. Business owners are actively thinking about how to strengthen resilience and create long-term value for future generations.
What many told us, however, was that navigating these opportunities can be challenging while managing the day-to-day demands of running a business. The Discovery Phase highlighted an opportunity to better support businesses to prioritise opportunities, strengthen planning and confidently move from ideas to implementation.
Building capability for long-term success
Across the participating businesses, several capability areas consistently emerged as priorities, including leadership development, governance, succession planning, financial forecasting, strategic planning, and workforce capability.
These findings reinforce the importance of investing not only in business opportunities, but also in the capability needed to successfully deliver them. While external factors such as markets, debt servicing, and access to capital will always influence business decisions, strengthening capability can help business owners make informed decisions, manage risk and respond confidently to changing conditions.
Another consistent theme was the central role played by owners and key decision makers. Their experience, knowledge and commitment are significant strengths, but they can also make businesses vulnerable as operations become more complex or as succession planning becomes increasingly important. Supporting leadership capability and building resilience within businesses will be essential to sustaining future growth.
Learning from businesses to support the wider sector
While the Discovery Phase delivered direct value to participating businesses, it also provided valuable insights into the broader needs of Wairarapa's food and fibre sector.
Rather than identifying a one-size-fits-all solution, the pilot highlighted common themes that can help shape future support programmes and better target investment where it will have the greatest impact. It confirmed that relatively small investments in understanding businesses and their aspirations can provide a strong foundation for helping them achieve long-term success.
Since completing the Discovery Phase, some of the participating businesses are already working on building their capability such as attending the On the Front Foot workshop (co-designed with industry partners and WEDS) to begin exploring practical capability development opportunities. The insights gathered through the pilot will continue to inform the next stage of the Capability Boost programme as WEDS works with partners to identify future support that responds to the needs businesses themselves have identified.
Looking ahead
The Capability Boost Pilot has always been about more than business capability. It is about backing the people behind Wairarapa's food and fibre sector - people with ambition, innovative ideas, and a genuine commitment to the future of our region.
The Discovery Phase confirmed what many already know: Wairarapa has businesses with the drive to succeed. By taking the time to understand what is helping - and what is holding them back - WEDS and its partners are now better placed to invest in initiatives that help turn local ambition into lasting business success and stronger regional prosperity.
